As the concerns associated with the Novel Coronavirus 2019 (COVID-19) outbreak increase, please take note of the following:

1. Effective immediately, all ECI REC facilities (Urbana, Vinton, and Independence) will be closed to the public until further notice. Payments can still be made via drop boxes at all three locations as well as the methods listed below.

• USPS mail: ECI REC, PO Box 248, Urbana, IA 52345
• Register your account on SmartHub. SmartHub accepts payment via bank accounts and credit/debit cards. VISA, Mastercard, and Discover accepted.
• Two automated ways to pay through SmartHub without creating an online account:

  • Call SmartHub's automated system toll-free: 888-223-2048

2. Iowa Utilities Board Docket No. SPU-2002-0003 filed on March 13, 2020, communicates: "Consistent with the Governor’s disaster proclamation of public health emergency, the Board will extend the period covered by the winter moratorium. The moratorium will now continue until May 1, 2020."
