In 1995, East-Central Iowa Rural Electric Cooperative (ECI REC) formed from the consolidation of Buchanan County Rural Electric Cooperative and Benton County Electric Cooperative Association after operating independently for nearly 60 years.

Today, ECI REC is a locally owned and operated electric distribution cooperative serving 9,250 accounts across 2,300 miles of line. Headquartered in Urbana, with operation centers in Vinton and Independence, the Cooperative operates and maintains electric transmission lines in portions of Benton, Black Hawk, Bremer, Buchanan, Clayton, Delaware, Fayette, Iowa, Johnson, Linn and Tama counties.
