Rate classes and sub-categories within each class are used to determine a rate category based on similar patterns of electric consumption. ECI REC assigns each member account to one of three main categories: residential, commercial and industrial, or special uses. Accounts are further defined into subcategories.
Agricultural facilities do not have their own separate rate, because the amount of electricity used by these buildings can vary greatly. Where a meter serves an agricultural facility and a residence, the member can use our Rural Farm and Residential Rate. Agricultural facilities not associated with a house will be put on the Small General Service Rate if the average annual demand is less than 75 kW. Otherwise, they are put on our Large Power Rate or Large Power Time-of-Day Rate.

Rural Farm and Residential Rate (31, 31B, 31C, 31D) – Covers about 85% of all our active accounts. These accounts serve homes and may serve some agricultural facilities. |
Small General Service (20, 20A, 20B, 20D) – For accounts that have an annual average demand of less than 75 kilowatts (kW). |
Communications Network Hub Rate (23) – Offered to communications company accounts and cooperative accounts that aggregate data and voice signals and speed their delivery to the central switching gear, then back out to the individual customers. |
Urban Residential Rate (11) – Serves year-round residences in subdivisions with at least 30 homes. This rate reflects the fact that it costs ECI REC less money to build the distribution system to serve higher density developments. |
Large Power Rate (03) – For accounts that use 75 kW or more on average. Typically large commercial and industrial businesses. |
Parks and Recreational Area Rate (36) – Designed for park and campground accounts. |
Heat Plus Rate (07) – A special rate for homes and small businesses that heat with electricity that is separately metered. |

Rural Residential Time-of-Day Rate (10) – For member accounts that can avoid using electricity during our peak period of usage, from 4 p.m. to 9 p.m. on weekdays. |
Large Power Time-of-Day Rate (16) – For large power accounts that can minimize their use of electricity during our peak period, 4 p.m. to 9 p.m. weekdays. |
Leased Security Lighting Rate– Applied to outdoor security lights leased by member accounts. The rate charges a flat monthly fee which does not depend on the amount of electricity used. The rate does vary depending on the type and size of bulb in the lighting fixture. |
